Our Rights and Obligations

We are aware of how hard and confusing the adoption process can be, especially with regard to international adoptions. The courage and determination that every family getting in touch with us needs in order to make this crucial step in their life, are worthy of admiration. That is why we believe that these people deserve all the support and friendship in the world to make the process as simple and gentle as possible – both for them, and for the children.

The added value is what sets us apart from other similar associations – we know that our commitment is not limited just to meeting you at the airport and preparing the documents for the adoption – this is a process that comes from the heart. And precisely because of that our team takes care of our trustees from the depths of our hearts, doing everything we can to make your stay, your acquaintance, the coming together of child and parents, as well as their happy travels to their new home as cozy, simple and hassle-free as possible.

The children’s future is the strongest motivation we can have. We carry out our activities with consideration of the highest interests of the children and in compliance with the regulations in the field of international adoption and child protection.

OUR FUNDAMENTAL RIGHTS AND OBLIGATIONS :

  • We consult the adoptive parent with regard to legislation, procedure, required documentation and deadlines for international adoptions, as well as country specifics;
  • We prepare and submit an application on behalf of the adoptive parent which is then entered in the registered and accompanied by the documents, and we carry out all tasks related to entering the application;
  • We assist in the performance of obligations of the adoptive parent entered in the register;
  • We notify our principals of the signed certificate commencing the child’s adoption procedure as per the order applicable in the respective country of habitual residence of the adoptive parent;
  • We collect and provide the adoptive parent with additional materials for the child which support them in taking the decision to express their agreement or refusal of adoption;
  • We take part in carrying out special measures for adoptions as per Art. 112, Para. 6 of the Family Code;
  • We help facilitate contact between the adoptive parent and the adopted child;
  • We consult the adoptive parent when taking the decision to express their agreement or refusal of adoption of a child;
  • We notify the respective regional directorate for social support of the adoptive parent’s agreement to adopt a child with habitual residence in the Republic of Bulgaria deposited with the Ministry of Justice, as prescribed by the Council for international adoption, and assist during the process of informing and preparing the child’s passage into adoptive family care;
  • We provide representation of the adoptive parent before the court;
  • We support the issuance of a new birth certificate for the adopted child, identity document, as well as the required documents for entry in the adoptive country, as well as for obtaining of permit for permanent residence in said country, when such a document is legally required;
  • We consult and support adoptive parents in the period of post-adoptive monitoring as required;
  • We provide accurate and correct information on each matter relating to international adoption, including with regard to terms and characteristics of the children in accordance with the information published by the Ministry of Justice;
  • We provide translations in the respective language with regard to relationships and correspondence with principals, central authorities, state authorities and institutions, as well as other accredited organizations;
  • We provide the Ministry of Justice with a certified copy of the joint venture in mediation contract with any foreign accredited organization within 14 days of its signing, along with a copy of the permit for mediation in international adoption cases of the foreign organization;
  • We notify the Ministry of Justice of termination of cooperation with foreign accredited organizations within 7 days of occurrence and provide a list of prospective parents represented jointly, and their status;
  • We adhere to the deadlines and rules in the implementation of special measures for the adoption of a child as per Art. 112, Para. 6 of the Family Code and ensure that the children’s personal data is protected; we only use the information we are provided with for the purposes of the adoption of the children;
  • We conclude mediation contracts for international adoption with adoptive parents, prepared in accordance with the Ministry of Justice form;
  • We inform the prospective parent before concluding the contract of the following: objectives and main activities of the organization; mediation permit and term of validity thereof; the exact amount of state fees and funds required in the course of mediation; organization of work and established ethical principles and rules of conduct; the order of adoption in accordance with Bulgarian legislation; requirements that need to be met under the law of the country of habitual residence of the prospective parent; documents required for the adoption; the effects of adoption in accordance with the legislation of the country of habitual residence of the child and the prospective parent;
  • We establish and maintain a file for each principal who has signed a contract with the organization where a copy of all documents and the entire correspondence with regard to the adoption procedure is kept; we preserve the files so that they can be retained over a long term and the privacy of information contained therein can be guaranteed;
  • We monitor and inform the prospective parent about deadlines and stages along the adoption process, so that they can undertake any required measures in time and with due care;
  • We take all necessary actions in order to fulfill the obligations of the prospective parent entered in the register as per art. 113, Para. 1, item 2 of the Family Code, with regard to the annual confirmation of the adoption project and provision of new documents within one month of the occurrence of any changes in the circumstances thereto or of the expiry of the validity of documents provided;
  • We organize and support the contact between prospective adoptive parent and adopted child by informing the Ministry of Justice in a timely manner and providing consultations with the respective specialists as well as a translator accompanying the prospective parent throughout the contact;
  • We provide information as well as the required documents pertaining to the decision of the prospective parent to adopt or to reject the adoption of a particular child within the legal term to the Ministry of Justice;
  • We submit to the Ministry of Justice a certified copy of the court decision allowing the adoption within 7 days from its effective date;
  • We notify the Ministry of Justice in a timely manner of the date of taking the adopted child from the home, where it is placed, and the date of its departure from the Republic of Bulgaria, including of any problems arising and / or refusal of the adoptive parents to take the child;
  • We inform and assist the Ministry of Justice for the return of the child in the Republic of Bulgaria, if we receive any information that the decision of the Bulgarian court has not been recognized in the host country within one-year term from its entering into legal force;
  • We ensure the fulfillment of the obligation for submission of a report to the Ministry of Justice, concerning the adaptation and integration of the child in the family of the adoptive parents every six months for a two-year period after the adoption, issued by the relevant competent authority or organization;
  • We immediately provide the Ministry of Justice with any information we receive about any difficulties in the adaptation and the actions taken for protection of the adopted child;
  • We provide the people working for the organization with opportunities for systematic broadening of the knowledge and skills in the field of international adoption through research and presentation of international practices, we organize and/ or participate in national and international forums and other appropriate means;
  • We cooperate with the Ministry of Justice.

  • We meet and accompany the future parents from the airport to the hotel chosen by them;
  • We are at their disposal 24 hours a day if they need any information, help or just some support;
  • If they need a translator or an assistant for shopping, walking around the capital or for any personal needs – we are there to serve;
  • We accompany them to the institution where the child lives and support them throughout the entire adoption process;
  • Our pediatricians and psychologists are available even after the end of the bureaucratic part of the adoption – we need to make sure that the child and its parents feel good;
  • After taking the child from the institution, we will provide an environment suitable for the new family – hotels are not a new home, therefore our team has a few cozy apartments with convenient central locations, where the children and their new parents can gradually get used to living together;
  • Even after our ways part, we keep close contacts with the families and happily observe their development even after the reports on the child adaptation for the first two years.

  • Придружаваме ги до дома, в който е детето и сме с тях по време на целия процес по осиновяване;
  • Нашите педиатри и психолози са на разположение дори и след приключване на бюрократичната част от осиновяването – за нас най-важно е да сме сигурни, че детето и неговите родители се чувстват добре;
  • След приемането на детето от дома, ние ще осигурим среда, подходяща за новото семейство – хотелите не са нов дом, за това нашият екип разполага с няколко уютни апартамента на удобни централни локации, където децата и новите им родители да могат постепенно да привикнат към своя съвместен живот;
  • Дори след като пътищата ни са се разделили, ние оставаме в тясна връзка със семействата и с радост проследяваме тяхното развитие дори след докладите за адаптацията на детето в продължение на две години
